Why won’t the prison let my son use the law library when he has to do legal work for his appeal?

My son is in the Santa Rosa prison in New Mexico and has legal work that has to be mailed out within 2 days or they will deny his appeal. The prison is on lock-down 99% of the time. He was denied alibi witness in trial due to his attorney turning her away. Last time I tried to call the prison they blocked my number. I talked to my son the night before and stated I would call the warden the next day to see if they would let my son out of lock-down to take care of his legal work. That is when I found out they blocked my number. If there is any way you could help my Son PLEASE, I have tried everything. I cannot afford an attorney. I am barely making it on my own.
