It’s my property they damaged so why is it legal for the city to boot my car?

Why isn't there a law against people touching my car? It's my property and they damaged it. How are they allowed to do whatever they want to my car? Don't tell me it's because they own the street I own the street because I'm a taxpayer! It's driving me crazy. Worse - I got booted because my son got tickets on his car and I was hi cosigner. There goes $900 plus they scratched my rims. I want to file a complaint that they're not allowed to touch my property. Will that work? I'm tired of this. Chicago is so screwed up.
