Is it legal to film the police in Texas?

My neighbor was searched by the police and I noticed that they roughed him up a little bit. I was recording the whole ordeal on my phone because I didn't know what was going on. I'm starting to feel a moral obligation to do something about it because I've got footage of the police using excessive force against him. I don't think they thought anyone would notice because it was really late at night.
