In Colorado if you have merchandise concealed in your jacket but you haven’t left the store, can you be charged?

So I was stopped inside a store because I had put a couple of shirts under my arm. So my question is in the sate of Colorado is that considered shoplifting? Even though I had not left the store? It is not concealment. I was deciding to put them back when he stopped me.
