Can two people be charged with the same crime if they don’t know who did it?

My brother and me were both arrested for allegedly breaking into our neighbors house. He had some military stuff that someone stole. The cops arrested me and my brother and questioned both us of separately. They said they knew it was one or both of us and were trying to get us to rat out the other, but we didn't. How can they charge both if they don't know who it was?
