Can someone with a mental illness be charged for shoplifting?

My grandson has a mental illness (most people can tell he is ill when they meet him). He is twenty and he stole about $50 worth of items from a grocery store. He now wants to return the items and I'm wondering if he could be charged with shoplifting if he returns the items to the store.

    You should consult with a local criminal defense attorney before you make any decision. Chances are he will be charged with the crime if he tries to return the items. The police will be called and he may get taken to jail or receive a notice to appear.
