Can customs keep someone detained until money is paid to them?

My friend has attempted to return to the states three times already, and every time he has arrived in San Antonio, Customs asks for money and says they would let him go. Twice, they have asked for money, and when it was sent, they asked for more until I didn't have anymore money to send. Then they let him sit there for 5 days or more and then sent him back to where he was coming from. Thousands and thousands of dollars has been lost because of Customs in San Antonio. Please if you could give me information about if this is legal or not, I would really appreciate it. Thank you!
